Well, if I have my car started or off connected to my battery my number nineteen, fifteen amp fuse under the dash will blow, but as soon as I disconnect my battery it will not blow the fuse. My radio and dash and speedometer and everything do not work. What could be causing this problem? I also do have a subwoofer and amplifier in the back, but I have never had issues with the amp and subwoofer. So what could be causing this problem? Please need help.

That fuse goes to instrument cluster as well as radio. It also goes to pcm there can be a short in the wire causing it or wherever your amp was hooked up. If something was recently hooked up check for a screw through wiring otherwise a mechanic will have to chase it.

Can you explain more? Please, I do not have the money for an outrageously expensive bill from a mechanic.

You need to put a circuit breaker in that fuse then check the wires leading to cluster and radio, but the very first thing you should do is find out where your amp was hooked into then disconnect the power to that then reinstall a fuse and see if it blows. If it does not you found your problem. And you will have to wire your amp with a different fuse and probably a relay as well. Wires are pointed out as to which ones to check by color.
