1990 Mitsubishi Eclipse Cylinder

I have a 1990 Eclipse 2.0 GS DOHC and everything works just great. I have one small problem though, I realized it was lacking a little power and it had a miss when I start it. I ran a compression test on all 4 cylinders, and 3 of them had 130 or above the other had none at all. What should I do and about how much would it cost.

Next step is a wet test
add couple drops of oil in the cylinder and repeat test
and or leak test
place cylinder at TDC and add regulated air into the system
listen for air leaking from intake or exhaust or oil cap area
