1974 MG Midget Engine does not want to rev above 3000 RPM

Hello, my neighbor has a '74 midget which only gets started and driven once a year. Yesterday he started it, but it would not rev above 3000 rpm. We checked the plugs and wires, and he put 5 gallons of fresh fuel in. Still no luck. Can't figure out what the problem is. The car starts right up, but won't rev.

Make sure your ignition stuff is up to snuff, like dwell and timing. Sometimes it's the plugs that cause that as well but you've already changed them. Check your carbs to make sure they are opening all the way and your choke isn't hanging up when it is turned off. Also put a vacuum gage on it and if it's low like 15" then check for a plugged exaust.
