When I start van there is a rattling noise and when im driving the steering wheel shakes and is hard to turn and there is a fume smell, can u tell me what this could possibly be?

Have you checked to make sure the power steering belt is in good condition and tight? Is the fluid full?

As far as the noise, could it be from under the vehicle?
