1997 Mercury Tracer Turns Over but wont start

I have a 1997 mercury tracer wagon with 45000 miles on it. I just recently had a serpitine belt break I replaced it and tried to start it and the battery was dead. Bought new battery and car turns over but after a second makes a wierd whining noise and the car will not start. Getting Spark at all plugs. The only other option would be bad fuel pump right? But why did everything die at once?

Find where the whinning noise is coming from once you fix that problem go ahead and check fuel pressure using a fuel pressure gauge designed for your fuel system to rule out the fuel pump
