2001 Mercury Sable fuel pump problem

Fuel pump not starting intermittently. Relay cycling ok 2 seconds with key on without failure, remove relay and jump 12 volt and fp lead pump comes on 8 out of 10 times. Could inertia switch have dirty n/c contacts and where does the fuel pump ground lead terminate on chassis

If switch fail will not start at all and need to be reset
if relay Supplying power

Reply from sender:
Found problem to be a high resistance ground, ran sepatate ground wire from black wire of pump harness (ground side of pump motor) to chassis.
Working fine now.
