1996 Mercury Sable tail lights

The tail lights do not come on when I turn on the headlights. Brake lights and backup lights work. Headlights work. Bulbs are good and fuses are good.
also the headlights do not go off when on the timer.

Need to know what Sable it is? GL, LS? Does it have DRL's (daytime running lamps) and does it have lamp out warning indicator. There is a relay underhood for the auto light feature, try swapping it out with the a/c relay to see if that works. Need other info to look up wiring
