My son bought a 1999 Mercury Cougar 6 months ago. He ran the transmission low by about 2 quarts. I added 2 quarts but the car will only drive in reverse. When I put it in drive the engine just revs like being in nutural. The transmission oil does not look black or burnt. Is the transmission toast or is there some easy to replace (by taking off the pan) interrnal component that I can replace?

You could go ahead and pull the pan and see what's laying in the bottom, ie; black specs(seal material), brass shavings(bushing material) or brown sediment(clutch or band fibers). Otherwise, if you can get it to a tranny shop, they can pressure test it to see what's failing. Hope this helps.
