2003 Mazda Truck Fan Belt?

I own a Mazda Etude 16ie a/c. The car makes a screaming noise, mechanic said that is the Fan belt or V-belt. Both belts replaced and tightend but its still screaming. What can be the problem?

Remove belts and start engine does it make the noise?
If yes its not the belts and have them look for the cause
if no
check crank damper pulley and if so need to have it replaced
