10th aniversiery Mazda RX-7 1.3 turbo ll rotary engine 120k miles

i have this weird starting problem: the engine runs fine theres no loss of acceleration but after I turn the car off and let it sit for 10 minutes then go back to it, it cranks over everything sounds fine, but it wont start. I have to let the car sit there for 30 minutes then try again, after the 30 minutes it starts fine. I dont have high knowledge of cars but im guessing that since it sounds fine just wont start that the engine is flooding? And if it is the fuel pump or filter, is it easy enough to replace on my own?

Is there enough coolant in the engine? Also does your heat guage work?

Is the engine actually flooding. Can you smell fuel. Are the plugs covered in fuel? What is the compression of the engine?
