Both signal lights work, but the left signal light indicator (inside) doesn't display the light - can hear the signal clicking sound. Is it necessary to change it in order to pass the state inspection and how much it would cost? Thank so much,

Every state inspection is different. Inspections in eastern states are much stricter than those in the west. As long as the outside turn signal functions I doubt the inspector will verify the internal dash signal functions as well, but you never know--he or she could be very bored that day.

Your best bet for an estimate is to call a local shop--labor rates can vary considerably depending on location. Independent shop rates in some large cities can be 100$ an hour, and in smaller towns, you may still find some shops operating at 65$ an hour. This is not abuse on the part of the shops, by the way, but the extremely expensive process of leasing commercial auto repair space in New York or L.A. You are probably looking at removal of your speedometer cluster to find the problem. This can be a couple hour job, along with a bit of time for diagnostic and replacing/repairing the problem.
