1994 Mazda 626 not starting

I have a 626 lx with a 93 probe engine. The problem is that it will crank over but soon floods the cylinders.I have tuned it up complety. New fuel regulator. Replaced maf. It still won't start.I have a check engine light as well as a flashing hold light. Can you point me in the right direction.I think the enginelight and the flashing hold light but I don't know how to clear the codes.I don't have an obd scanner to pull the codes or clear them. Can you help me

Check your fuel pressure could be excessive or the injectors or the fuel pressure is leaking.

Pull the codes by jumpering the diagnostic connector TEN to GND this will flash the code/s
