When I set the timing at 10 deg. Using a timing light the car has no power, when I advance it to about 18 deg. Then the car moves off normally, i've checked to make sure that all my timing marks are aligned cam marks and crank and they are, the mark on the pulley also lines up at tdc. Don't know what to check again. PlZ help.

Did you jumper TEN to GND in the check connector before you check the ignition timing? If not do so and recheck the timing
