When slowing down at twenty and fifteen miles an hour it makes a whirring noise not sure where it coming from, but I believe it is from the transmission.

Could very well be, Chrysler has more than a few noisy transmissions. To see if it is the problem, slow down to the speed you hear it and shift into neutral but keep your foot on the gas to keep the engine at the same rpm the noise was at. If the noise stops as soon as you shift, it may be the transmission. Next do the same test but let off the gas as you shift into neutral. What does the sound do now? Lastly, Get up to the speed you hear the noise and step on the brakes lightly, any change in the noise?
