Low power, blue smoke, high consumption

Bought this car used almost a year ago, car has 200,000 km, however I was told by the seller that the engine was replaced and has gone only 100,000 km ish.
Since I bought it car had problems, under 2,000 rpm's, the car has no power in a straight road until it reaches 2,000-2,100 rpm's then sudden power comes, I Googled and some people say its normal turbo lag for this Lexus model, but I don't think so since even a moped can accelerate faster then me. When I am second gear in 1,000 rpm's and I floor the pedal it takes around 6-10 seconds for it to reach 2,000 rpm's in a straight line, is this normal for a 177hp vehicle? The second issue I have is blue smoke from exhaust, it only smokes when in gear and car under pressure (uphill, acceleration), but if I am in neutral and accelerate it, no smoke comes out.
if stopped while the car is smoking after uphill or accelerating the car will keep smoking for a minute and it smells very bad, don't know what it smells like but closest thing I can think of is burned rubber.
i should also mention that sometimes for what ever reason it doesn't smoke when accelerating or going uphill, I was thinking it could be when engine temperature is high but it can't be the reason since it does smoke even when its high temperature on engine when it wants to. So I don't know what it is.

Hello,

Blue smoke is usually a sign of oil being burnt in your vehicle;s combustion chambers. There is a lag when the turbo charger spools up because the compressor wheel is turned by exhaust gasses. My diagnosis would be worn piston rings. Here is a link below for you to go to to test out this diagnosis.
