Losing engine power at 60 MPH?

Hi, new to this. When I want to take over a car and I put the pedal flat soon as it hits 60 it hits a flat spot and stays at 60 won’t go any higher. I’ve just changed the diesel filter and it is still doing the same. I have cleaned what I can on the EGR flap, and the MAF sensor. I’m not getting any lights on the dash. I’m sure the turbo is supposed to kick in just before 60 but it doesn’t feel like it is. Thank you for your time any advice will be appreciated.

Yep, if you can't hear the turbo, it can be bad which will slow the engine down much like you have described. I would remove the inlet or outlet tube for the turbo to check the turbine shaft endplay. If loose the turbo will not work, here is how to remove the tubes and the turbo if needed. please check out this guide to see what I am talking about.

Thank you for that info that does seem like the problem. The turbo is located at the back of the engine dead center at the bottom. Will it be possible to get the turbo fixed? I’m new to the car game so I am using YouTube for any answers. Thank you for your help.
