No communication

I just bought and are attempting to get the car emission tested it refuses to establish a link between the emissions testing computer and the vehicle. There is no link at all. My handheld OBD2 scanner links and works perfectly so does the tech's handheld at each station. I attempted the inspections (three in total)there are no codes stored, no MIL lights on. I have checked the cigarette lighter and radio fuses. I am a good mechanic, and always do all my own work on my vehicles, build my own engines, street or high performance and do a lot of work for others in my own shop, but this one has me stumped, and I am not really wanting to take it to a Lincoln dealer if I do not have to so any advice/instruction here will be greatly appreciated. Thanks guys
P.S. I have seen charts the list many vehicles that are not OBD2 compatible when it comes to emission testing and a Lincoln LS is one that is listed, although they are a few years newer than this one.

Check connections first fuse 206 in central junction box is one for aldl. Then check ground and hot wire connections marked in pic. Ican't think of anything else.

Alrighty, I checked the fuse and as I nearly certain from checking it previously, it is good, I checked to pin in the dlc at #16+ for power with pin #4-, and got a reading of 12v, I again checked pin#16+ with pin #5 and got a reading of 12v. Doule checked #16 with a good body ground and got a reading of 12v. Then checked both pins #4 and #5 in the ohms mode against a good body ground and got a reading of 0 on each. I used a DLC extension cable during all tests so I feel that should rule out any pins being dislodged in the DLC itself. ( A visual inspection of the DLC looked good in that area anyway) So now that those test are run, not sure where to turn next.

Well if it reads on two different scanners then it could be the cable to scanner or connection on that as far as I can tell. Or one o f the pins in dlc doesn't make contact with scanner that is being used.

The only problem with any connection with the DLC I experienced was having it state emission tested, it would not initate any link up with the testing stations computer. ( 3 attempts ( two at a tire and repair center I have used for inspections for several years and 1 at a local Jiffy Lube)
Hand held OBD scanners work fine with it. Looks like I may have to take it to a Lincoln dealer and see what it does there
