Problem with the lights

My hazard lights on the outside and my interior lights and dash panels all flickering all the time. Had to dissconnect the battery to get them to go off. Have swapped out the BCM with a used one. Disconnected the the twilight switch still does it. Disconnected the twilight sensor, still does it.

Check ground on left hand side of the engine and luggage compartment as well as under rear seat. If those are clean and not corroded have it scanned for codes as it may be the lighting module causing this.
