Car will not start

I am working on a 1990 Lexus LS 400

i put a new fuel pump on today and it still will not start. I could really use all the help I can get on this one.

Does the car crank and will not turn over? I have a similar problem in a 94 sc400 I'm working on, what happens with that car is it will only start if you crank it very quickly and let go, and will usually start after a few tries, maybe from there if we can figure out why it's doing that, we can both figure out how to fix it, that is IF we both have the same problem, thanx
