1998 Lexus LS 400 numerous problems--elec or computer or bo

My car just quit running at a red light when I tried to drive away. A mechanic told me the fuel pump wasn't working-it hac been shorted out. On the dash board read out, it said "check VSC" and the security light was flashing. The mechanic replace the fuel pump and the EFI fuse that had been blown. He said when the fuel pump shorted out, it blew the fuse.
I went to pick up the car and he said it was hesitating when the accelerator was pushed. It never did this before! I was only able to drive the car about 6 miles before it did the exact same thing again. Dashboard read out now sais "check VSC and then flashed on head lights leveling". I put a new 20A fuse in the EFI 1 fuse holder and as soon as I trurn on the ignition switch, the new fuse blows. Each time the motor turns over but makes no attempt to start. Do I have an electrical short some where or is it the computer. O yes, the read out on the dash for outside temperature shows dashes and no numbers. Please help, I don't want to take it back to the first mechanic--he told me the car was working -just a hesitation but it probably needed one of two sensors that regulate the gasoline flow. If I need to take it to a Lexus dealer, I would like to have an idea what is wrong so as to avoid a lot or trial and error replacing of parts.

Hi
That fuse powers up a few things so to start eleminating next to the fuse find the fuel pump relay remove replace fuse. Hit the key fuse blow?
