1993 Lexus LS 400 No power to starter relay

Engine will not crank; no power to starter relay when ign switch turned to "start". No other issues; engine starts when relay is manually activated.

1) Is this more likely neutral safety switch or ignition switch?
2) Where is neutral safety switch located?

If you have already bypassed the relay and it stated test the anti theft ECU, here's how!:

You might also want to check the ST fuse 7.5amp in relay box right side of J/B1 and also the Park and Neutral switch on the transaxle for power at black and white wire. If you have power on the black and white and no power at the starter relay black wire-either the P/N switch is defective or an open wire between the P/N switch and starter relay.
