1996 Lexus ES 300 Engine oil leaks

My mechanic tells me my engine has four major oil leaks- including both head gaskets. Additionally he informs the diagnostic revealed all three emissions sensors have issues- two to be replaced and the EGR(?) Has all its ports clogged and will have to be worked on as well. All this is estimated to cost $1600. Is this a fair price and is it even worth fixing?

the car is in pretty good shape otherwise- he says he would not foresee any other major problems in the next 2-3 years if we fix these.
