1993 Lexus ES 300 my car keeps over heaating

I changed the water hose. I changed the raditor.I changed the thermostat. But when I drive a cool 30 mintues my car over heats. It doesnt smoke. But the water reserver gets full and the heater meater on my dash boeard indicates my car over heats. It only goes hot after I drive a while and stop. And when I start driving again the heater stick goes down. Can u help me

The motor isn't the only thing that stops the fans from working properly. Are they coming on at appropriate temps.?

Ok, well one easy way to tell is to turn you A/C on. The cooling fans should automatically come one when the A/C has been turned on. Do they come on?
