Air in Fuel Rail

I have a 2001 Grand Cherokee with a 4.0L, It has 140,000 rounds and has a serious fuel issue. For some reason it will build up air pressure in the fuel rail that has to be released in order for it to start. I replaced the pump last year, fuel regulator/Filter last month. What could be the cause of the air build up?

I saw a Tech note talking about faulty O-rings in the pump assembly? I'm pretty sure the line is free from kinks but when you slide the tank up in place you can no longer see the lines.
