You probably have a bad horn switch but most of them are part of the air bag now.

BUT THERE IS A KEY RIGHT BELOW THE STEERING WHEEL AND THE LIGHT KEEPS BLINKING. WHEN WE PURCHASED THE VECHILE, WE WERE TOLD TO NEVER TOUCH IT OR IT WOULD TAKE A WHILE BEFORE IT BE ABLE TO CRANK. BUT IT JUST SO HAPPEN THAT THE OTHER DAY WHEN I WENT TO CRANK THE JEEP UP, THE HORN JUST WENT OFF. BUT I NEVER TOUCHED THE KEY.

The key should be just a starter lockout and nothing to do with the horn.

You never said it wouldn't start, just that the horn was going off. It sounds like the car has an aftermarket alarm system beyond just that key.
Try locking all the doors and unlock it from the tailgate and then the doors.

I have already tried that and I tried taking the key out and putting it back in. Anything else I can do?

I don't have anything else. The system seems to have a malfunction.

Ok thanks a lot, but I know that the alarm system was put in after the fact and was not installed when it was built. Its all just so confusing to me, but thanks again.

Here's one more thing that sometimes works.

Disconnect the battery. Turn the key on to the "run" position and then connect the battery back up with the key on and see if that works.
