The vehicle listed above is a Signature Limited.

Issue: Gently cleaned the instrument cluster plastic cover using a soft cloth with alcohol-based wipes, followed by water and mild dish soap with a microfiber cloth, then plasticX.

Afterward, two greasy-looking dark blotches appeared on the front face of the plastic (especially upper left corner). The plastic feels smooth, not sticky, but now looks worse—possibly damaged (protective layer wiped out?).

Question: Can this be restored to the original look?

The alcohol may have damaged the surface of the plastic. Most of the instrument covers like that are made out of very soft plastic that isn't chemical resistant. It might be repairable if it is damaged, it might be possible to do the same process used on headlights that need to be polished. IE sand it smooth then polish it and then give it a couple coats of a good automotive clear coat. You might want to talk to an interior detailer first though; they may have an easier method.
