Instrument panel, Tachometer, speedometer, gas and temperature gauges stopped working?

Car owned since new, no damage, lives in garage, only out for sunny days. Went to start, battery dead. Attached battery charger, still would not crank. Removed and replaced battery with new NAPA battery and engine started but no gauges. It drove and seemed to drive fine but the instruments were nonfunctional. Idiot lights work, all other electrical seems okay. Checked visible available fuses with VOM and they are okay.
Any ideas?

It sounds like the IPC has had a voltage surge which shorted the internals, but to be sure let's check the power and grounds by using this guide and the wiring diagrams below:

This will show you the fuses to check and the grounds, I have also included how to replace the instrument cluster as well. Check out the images (below). Please let us know what happens.
