Randomly every few months my instrument cluster will just go out and not work at all. I have the backlight, and the check engine light will display as well as blinkers. Everything else will be out. No tach, odometer, oil pressure, water temp, speedometer, and no main display for the information center. I've checked fuses, wiring, and connections to the unit. I also have solid ground on B12 and voltage on B11 including B8 or B9 when ignition is turned on. I've also removed it and checked for cold solder joints as well. I'm pulling my hair out. Any additional troubleshooting steps that I can try to get this resolved?

Sounds like the typical solder joint failure those develop over time. I would suggest removing the panel and sending it out to someone like this guy to have it rebuilt. Or watch a few of his videos and solder the bad joints yourself. You may not be able to see the bad joints.
