On craig list saw a 98 gst eclipse the guy bought it froma kid said it was sputtering n wouldnt run right then the kid stole the ecm and sterio I have no idea if the wiring is good or not my main concern is the engine it turns over slowly and I cant do a compression check is tht wierd it turning over slowly while being jumped?

Try bolting in a good battery or get the existing battery charged and check all battery terminals are clean and tight, jumping with cheap leads can be a problem, so if you need to do a jump start make sure that the connections are good and tight.
