HVAC Blend Door Actuator locations needed?

My car has been having HVAC problems, sometimes it wouldn't get the right temperature. Now air won't come through my defroster. My dad replaced the mode actuator next to the pedal but that wasn't the correct one. The temperature problem works now but still nothing through the Defroster. My dad said he read that the mode actuator was next to the gas pedal, so that it is the one he changed. Come to find out, that one was bad too. Is the mode on the passenger side? My dad really tries but I think I need more help.

There are four actuators in total. There are 2 on the driver's side, the lower one in blue circle is the temp door, the upper in reddish is the mode door actuator. If he changed both of those then it's likely the plastic linkage that moves the doors that is the issue, not the actuator itself. It sounds like he changed the lower one next to the pedal though, that changes air temperature. The upper one is tucked behind the steering column. I've heard of people removing it with the column in, but the book calls for dropping the steering column to gain access. For that they also want you to remove the steering wheel, then the control module then the column. Instead, I would remove the lower panel like he already did then see if you can remove the 4 bolts and move the column over enough to get to the actuator. I haven't done a 16 but on an 11 it had just enough room to get in there. The last image is the current state of factory instruction from Ford.
