I have a 03 Honda Civic and when I turn the car on the maintenance light turns stays on for approx 15 secs (about 5-10 seconds after all of the other lights go off). Should I bring it into a car mechanic or is it something that I can repair.

That light is a warning that your next service should be performed. I personally would love to kill the darn thing. It is set to go off I think every 10,000 miles. It will eventually turn red and stay on. To clear it the process is in the owner manual. They state that if the mechanic forgets, this is how you reset it.

With the key off, push and hold the reset odometer button, turn the key to the on position without starting the vehicle and hold that reset button until the maintenance light goes out.

It will be back. It is YOUR call when that vehicle should be serviced. Don't be alarmed by that light.
