Bouncing Windshield Wipers on 2004 Honda Civic

My 2004 Honda Civic that has about 7000 miles on it has a problem with the windshield wipers bouncing on the dry windshield. When it was six months old, the rubber inserts were replaced. A year later with the same problem, the rubber inserts were replaced again. Ten months later with the same problem, I replaced both windshield wipers and made sure the windshield was clean. The windshield wipers work fine when I use the windshield wiper fluid or when it is raining. When it stops raining and the windshield is dry, the windshield wipers bounce on the windshield. If the windshield is dry and the wipers are on, the wipers bounce on the windshield. What is causing this and what can be done to correct it?

They probably bounce in only one direction and are normal in the other direction. I am making an assumption here but I would venture that it is a combination of a few areas. For instance, quality of the wipers and the angle that the wiper blade is set at. I don't know that I can give you any guidance on how to correct the angle as that is built in to the wiperarms. If the angle were more closer to the 90 degree angle it might reduce the bounce but could deminish the effectiveness of the system.
