AC/heat problem

'94 Honda Civic VX, 181,000 miles. Beginning a few months ago the AC/heat in my car would occasionally decide not to come on. After flipping the switch "on" no air would come out and the car would begin to idle higher than normal. Ironically, if I would go over a bump in the road the air would come back on (hot or cold, whichever the desired setting). Also, the lights on the face plate of the ac/heater switch flicker on and off. This leads me to think that the problem is electrical. Loose wires or something? I also tried to check the fuse, but could not find it in the fuse box located in the car or the one under the hood (I'm not too car savvy)! I realize it could also be the fan motor. Any help would be greatly appriciated!

With the flickering of the light as you travel I would rule out the fan and this points to a short in the wiring in the dash. The increased rpm of the engine is the computer believing that the system is activated and is trying to compensate for the extra pull that it makes on the engine. It, however, does not know that the system did not kick in as it should. Find the loose connection.
