1995 Honda Civic revving

at first it started when I would switch from park to drive or drive to park the enging would sparatically revv. Now whenever i'm on the brakes (waiting at a light for instance) the car just continually revvs like its just going to go on it own, as well as being unsually loud. I took it to the shop, the mechanic thought he fixed the problem, but it didnt work, he told me my water pump was failing and that must be the problem, but other people have said this has nothing to do with it. I haven't had the money to get the water pump fixed, but I was just wondering if the water pump really could be the cause of this revving?

Hi mhighsm2,

When coolant level is low in the cooling system, surging would occur as the fast idle thermovalve could be working out of specs.

The water pump would not directly cause the surging but if it is leaking and you have coolant losses, then it is indirectly causing the surging.
