1995 Honda Civic restriction in the system

You should first get a air con tech to check the system pressures as this will give a good indication as to where any problem may lie, start here.

HAVE SOMEONE TURN A/C ON WHILE YOU WATCH FINS ON A/C COMPRESSOR. Do they start spin'n when a/c on? If they do, you know there is enough freon to turn system on. Ck. Hot/Cold valve near Firewall, it's inside heter hose. Disconnect cable & make sure this valve is working freely. Spray w/penatrant if needed & work back & forth to free it up. Reconnect cable. If you suspect no freon, depress shrader valve looks like tire valve & see if anything comes out. DON'T 4GET SAFETY GLASSES ! Please b carefull depressing valve. There is one on large hose, & one on small hose. Good Luck.
