1995 Honda Civic motor bounces off 2000

Hey I have a 95 2dr civic it had a b16 vtech in it when I bought it wit a rod knocking so we bought a new b16 vtech with 100000 on it and installed it but it bounces off the rev limiter at 2000 rpm and kinda cuts out then after you let it sit for a few min and start it up it clears itself out what wound cause that to do that?

You either have a fuel-cut (which I doubt since honda cuts are around 4000rpm)

or a faulty idle air control valve.

Hey sry its a 94 i was not thinking but the motor is a out of a 95. is the idle air control valve located on the back of the intake on the same side as the throttle with a plug on it? or is it on the right side on the back with a little knob looking peace? thank's for the help.
