I have a honda civic 1995. Is there a way of testing the iacv valve to make sure its operating correctly? I was told that this can make the rpm needle to bounce up and down.

You can unplug it to see if the surging is still there or not. The motor might stall out on your though (which is a good sign) so you should ease the throttle to an idle when you unplug it.

Usually though, its a combination of the FITV and IACV valves acting up. Remove both of them and clean them all up.
