1994 Honda Civic parking brake

I cant figure out why my parking brake wont work after changing brake shoes and ajusting cable what else is there to do

With the drums off, have somebody pull up on the parking brake, do you see the rear shoe move out? If not, the parking brake cable may have snapped or it may be way out of adjustment.
