1994 Honda Civic Overheating

I have a 94 Honda Civic DX, 160,000 miles. It's overheating and it idles high to low, high to low. We put in a new thermostat but it didn't solve anything. Could it be a bad ECT sensor, or water pump?

Start at the basics:

Is the coolant level topped?
Do you have to keep on adding coolant daily or weekly?
Did you PROPERLY bleed the cooling system?
Is the new thermostat opening up?
Is the cooling fan coming on while the vehicle is overheating?
