1994 Honda Civic Hard to steer?

My civic dx drives great but however im pretty sure my car came with power steering but not positive. Would anyone be able to tell me if it did? Because when I start my car up I have to put most of my effort in just to get the steering wheel to move. As soon as I get going its no problem just seems a lot rougher compared to al the other vehicles ive had. And usually when the pump goes out it winds real bad but I hear nothing. And im not really sure if a car could still run without the steering pump in function. Any help would be great. Thanks!

Back in the day P/S is an optional equipment. The easiest way to check is to physically look under the hood.

If you have one, P/S pulley should be at the top of the engine on the driver side. On this example photo, this one does not have P/S.
