What do you mean by can't set up?

Our databae does not have any information on the model so you would have to fill me in.

Vacumn leaks, compression difference and bad sparkplugs or related parts would result in the inability to fine tune the air fuel mixture.

Is the vehicle equipped with programmed carb?
Was any repairs carried out prior to this occcurring?
What is the Co reading?
