Could this possibly be a clogged catalytic converter. Vehicle has had the plugs, cap and rotor replaced.

Hi there,
It may be a faulty fuel injector, or an ignition electrical problem, If you have the engine run on an oscilloscope, it will show ignition patterns voltages, Resistances. This will help diagnose any electrical fault. Try this first.
