1994 Honda Accord strange idling

Car idles high when cold started, and it just started to idle high also when it is warm, so it idles high all the time, I checked the idle air control valve, doesnt look bad, I dont have the funds to buy a new one if thats not the problem, it idles a little above 2000 rpm when first started and decreases then when warm again at 2000 again, what should I look for? Also the check engine light comes on periodically.

OK, start with jumping the ecu terminal to get the code.
