My 1998 Honda Accord 4 cylinder idles very rough but smooths out with just a 100 to 200 rpm increase. How do you adjust the idle? And what rpm's should it be with and without the a/c on

It should idle at around 750 rpm + or - 50 rpm. This should remain pretty consistent even when the A/C kicks in.

What I think Raz was pointing to for you was to look at the engine as a whole to find of out if there is a cause for a low idle. However, there is a idle set screw on the the throttle body.
