1994 Honda Accord Engine cooling

Question the secondary fan that runs when the AC is on cools the motor. The fan connected to the radiator doesn't appear to run with the engine. Any idea what the problem is

It only comes on once the engine reaches a specified temperature. If your engine never reaches that temperature, it won't turn on.

How about the other fan does that work the same or should it be running while the motor run. If it is mine does not what could be the problem
