1991 Honda Accord car shudders at low speeds

Whenever I slowly accelerate from a complete stop, the car starts to shudder like I'm on a rough gravel road. Once up to speed, the shaking stops. However, if I accelerate quickly from a complete stop, there is no shuddering at all. Also, there is no shuddering while I am idling, it seems to only happen when I lightly press the gas pedal.

A couple of things come to mind. I might look at the plug wires. They can cause hesitation and shaking. A bad wire can let it idle fine then miss during slow acceleration but seem fine even though there is a slight miss at higher speed or quicker accel.

Check the timing.
