1989 Honda Accord car wont start

When I half turn the key everything comes on but when I turn it fully it turns it off and clicks do I need a new starter?

Its very possible that the starter no good
and you need to have it replaced
when starting check the small wire at the starter for power

I think you have a discharged battery or corroided terminals. If you have a volt meter check batt volt should be at least 12.45. The clicking noise and instruments going out indicate a lose of power, so don't go buy a starter get a jump start head to Auto Zone and have the starter and charging system checked out. Clean batt terminnals if needed you may have solved the problem.
