Heat and A/C not blowing through vents

My heater and A/C is not blowing through the vents. When I go faster it will blow a little but not when I idle. Compressor comes on and the heater sounds like it wants to but don't come through the vents.

Good afternoon,

Does the blower work in defrost and the floor?

The vents have a mode door actuator.

Roy

1. Remove the right instrument panel (I/P) insulator.
2. Remove the I/P compartment.
3. Remove the screws that secure the mode actuator (1) to the HVAC module assembly.
4. Remove the mode actuator from the HVAC module assembly.
5. Disconnect the electrical connector from the mode actuator.
