Headlights keep flashing while the ignition is off?

My main beam headlights keep flashing while the ignition is off and I'm hearing a clicking sound coming from the fuse box in the engine compartment. I changed the relay, but nothing happened still doing the same. When I press the unlock button on my key or start the car the problem goes away its only when I turn the engine off it starts.

The description sounds like the antitheft system is triggering as soon as you shut off the engine. Try this, go around the car and open then shut each door and hood or trunk lids, now try it. If it still does it there is likely a problem in one of the latches or the hood switch. Our normal service information only covers US vehicle and even using the Citroen service information I could access they don't show the wiring diagrams. However the description tracks with a malfunction in the security system. I suspect that if you connected a scan tool to the vehicle and queried the anti-theft system it would show what was activating it.
