2. What should be the normal heater temperature gauge of twenty minutes of running?

This will depend on the thermostat used, but 1/4 to 1/2 gauge would be expected. Check all tune items make sure spark plug gaps are okay. Sounds like a tune problem. Also, check for any codes, start here.
